Enhancing the international competitiveness of China’s academic journals under the background of cultivating world-leading scientific journals

Abstract

This paper outlines the main contents of the “Opinions on Deepening Reform and Cultivating World-leading Scientific Journals” and “Guidelines for Project of Excellence Action Plan for China’s Scientific Journals”, which were jointly issued by the China Association for Science and Technology and other commissions. We think “Opinions” and “Guidelines” comprehensively analyzed the reasons why China’s scientific journals lag behind the development of China’s scientific research, and put forward a series of countermeasures for the purpose to solve key problems faced by China’s scientific journals, such as lacking flexible operation mechanism, lacking international first-class platform for digital publishing and dissemination, and lacking high-quality manuscripts and favorable publishing environment supported by research evaluation policies.

In order to promote a rapid improvement of international competitiveness for China’s scientific journals, we think the implementation of the Excellence Action Plan for China’s Scientific Journals should focus on the following aspects:

(1) Break through the journal’s operation system and mechanism to a certain extent, especially in the process of establishing a dynamic management mechanism of “survival of the fittest”.

(2) Promote the development of some journal publishers with certain clustering basis, and form a competing development situation of publishing institutions with different scales.

(3) Guide the Chinese- and English-edition scientific journals to raise quality and increase quantity in publishing papers, and speed up the developing process of publishing scale.

(4) Fundamentally solve the “short board” in digital publishing and dissemination platform, and change the passive situation that China’s journals can only “borrow ships to go out”.

(5) Pay more attention both in encouraging researchers actively participate in the work of China’s scientific journals and constructing a high-level professional journal editorial team, and thus effectively enhance the international competitiveness of China’s publishing teams.

(6) Take measures to attract some important research achievements be published in China’s scientific journals, and create a sound development external environment.
